15th Five-Year Plan Recommendations Released: Key Medical & Healthcare Policies

Released today (October 28) is the Suggestions of the CPC Central Committee on Formulating the 15th Five-Year Plan for National Economic and Social Development.

Excerpts related to the medical and health sector are as follows:

I. Accelerate the development of a Healthy China Strategy

We will pursue a health-first development strategy, improve the institutional framework for health promotion initiatives, deliver better outcomes from patriotic health campaigns, and raise average life expectancy and people’s overall health.

We will strengthen public health capacity and the disease prevention and control system to forestall and control major infectious diseases. We will improve coordinated development and governance mechanisms for medical care, medical insurance, and pharmaceuticals, and advance tiered medical diagnosis and treatment.

Guided by public welfare, we will deepen reforms to public hospitals covering staffing quotas, medical service pricing, remuneration systems and comprehensive supervision, and bolster operational support for county-level and primary medical and health institutions.

We will optimize the functional positioning and spatial layout of medical institutions, carry out a program to consolidate the foundation of medical and healthcare services, and advance digital and smart development of national health services. Comprehensive prevention and control of chronic diseases will be strengthened, and full-chain services covering prevention, treatment, rehabilitation and management will be developed. We will upgrade emergency treatment, blood supply guarantee and emergency response capacity across the board. Efforts will be made to enhance the professional competence and work ethics of medical and health workforces. We will carry forward and innovate traditional Chinese medicine (TCM) and promote integrated TCM and Western medicine. Support will be provided for the development of innovative drugs and medical devices. Mental health and psychiatric services will be scaled up.

II. Improve the social security system

We will refine and fully implement the nationwide unified basic pension insurance system, accelerate the development of a multi-tiered, multi-pillar pension insurance system, improve mechanisms for determining and adjusting pension benefits, and gradually raise basic pensions for urban and rural residents. A multi-tiered medical security system will be perfected; provincial-level pooling of basic medical insurance funds will be rolled out, and policies on centralized drug procurement, medical insurance payment and the use of surplus insurance funds will be optimized.

The maternity insurance system will be improved, maternity leave policies fully implemented, the Early Pregnancy Care Campaign launched, and programs to boost capacity for maternity care and prevention of birth defects carried out.

We will upgrade maternal and child health services. To actively respond to population aging, we will refine policy mechanisms for coordinated development of elderly care services and the elderly care industry. We will better supply basic elderly care services, improve urban-rural elderly care service networks, and renovate public facilities to make them age-friendly and barrier-free. Integrated medical-childcare and medical-elderly care services will be fostered. A long-term care insurance scheme will be rolled out, a care system for disabled and dementia-stricken elderly people improved, and supply of rehabilitation and hospice care services expanded.

III. Advance high-quality Belt and Road cooperation

We will deepen pragmatic cooperation in trade, investment, industry and people-to-people exchanges, and open up new space for collaboration in green development, artificial intelligence, digital economy, healthcare, tourism, agriculture and other fields.

IV. Greatly elevate self-reliance and strength in science and technology

The overall efficiency of the national innovation system will see remarkable improvement; an integrated development framework for education, science and technology, and talent will basically take shape; capacity for basic research and original innovation will be significantly bolstered; breakthroughs in core technologies in key fields will be achieved at a faster pace; the number of sectors where China is running neck-and-neck with or leading global peers will rise markedly; scientific and technological innovation will be deeply integrated with industrial innovation, and the role of innovation-driven development will be substantially reinforced.

Upgrade and optimize traditional industries

We will push for quality upgrading of key industries, consolidate and boost the position and competitiveness of mining, metallurgy, chemical, light, textile, machinery, shipbuilding, construction and other industries in the global industrial division of labor. We will enhance the independent and controllable capacity of industrial chains, press ahead with rebuilding industrial foundations and tackling major technical equipment challenges, carry out rolling action plans for high-quality development of key manufacturing industrial chains, and develop advanced manufacturing clusters.

We will drive technological transformation and upgrading, advance the digital and smart transformation of manufacturing, develop smart, green and service-oriented manufacturing, and accelerate the transformation of industrial models and enterprise organizational forms. We will strengthen foundational quality technology capacity, give full play to the guiding role of standards and raise their internationalization level, and intensify brand building. Industrial layout will be optimized to facilitate the orderly relocation of key industries within China.

Plan future industries proactively

We will explore diversified technical routes, typical application scenarios, viable business models and market regulatory rules, and foster new growth drivers including quantum technology, bio-manufacturing, hydrogen energy and nuclear fusion energy, brain-computer interfaces, embodied intelligence, and the sixth-generation mobile communications technology.

Step up original innovation and research on core technologies in key fields

We will refine the new whole-of-nation system, adopt extraordinary measures, and drive decisive breakthroughs in core technologies of key sectors covering integrated circuits, industrial machine tools, high-end instruments, basic software, advanced materials and bio-manufacturing through full-chain research efforts. Centering on national strategic needs, we will plan and launch a number of major national science and technology projects. We will strategically, forward-lookingly and systematically deploy basic research, raise the share of investment in basic research and scale up long-term stable support. We will steer scientific research and technological development toward original innovation, foster an enabling environment for pioneering and disruptive innovation, and deliver more landmark original research outcomes.
